Tender Evaluation is a rigorous process used to determine the Most Economically Advantageous Tender (MEAT). It moves beyond simple cost comparison to weigh quality, risk, and technical capability. Our consulting services provide buyers with audit-proof selection reports and help bidders reverse-engineer scoring matrices to maximize their winning potential.
1. The Standard Procedure: The 3-Envelope System
Phase 1: Compliance
The Gatekeeper. Checking the administrative envelope for bid bonds, ISO certificates, and legal compliance. Failure here results in immediate disqualification.
Phase 2: Technical
Quality Scoring. Proposals are scored "blind to price" to prevent bias. Criteria include methodology, staff experience, and risk management.
Phase 3: Commercial
The Math. Financial envelopes are opened only for technically qualified bidders. We analyze for "Abnormally Low Tenders" to prevent project failure.
